I would make up a fake rule. Like "Anyone harming or killing me, directly or indirectly, will be terminated immidietly. So I am practically off limits.". Or "Anyone protecting me from harm and/or death gets their money account tripled.".

Maria didn't seem to realise killing other contestants was a possibility until recently, so unless it's an act it's probably not her.
Foxgirl would probably have killed Levin ages ago if it was her.
That leaves the possibilities:
Levin, Smile, Cop, Criminal, or any of the contestants from the Infinite ward.

Daran, nobody would believe that, maybe if you said it about someone else you could sell it as a trap but not about yourself. It is both obviously self serving and does not fit the purpose of the other rules.
Is one of the rules "Don't talk about fight club"?

Maybe instead say "There is one contestant, if he/she/it is killed then all other contestants will be terminated as well. But his/her/it's identity was not disclosed". That might stop the killing but also show a risk for the person who can off others with their special rule. Might be more in terms with the sadistic game rules and less self serving?
I'm betting on the "allowed to kill" one ends up being 3, because he's the most dangerous, but ironically the least likely to kill anyone unprovoked. Also, did 3 get a rule? He literally can't tell anyone.

One of the contestants from ward #4 should know exactly what this experiment is about based on the location it's in.
My bet is on "Green" as he looks the least capable of killing any of the others.
That way SMILE can have this sadistic rule messing with their minds and still not have it mess up their game.
The person exempt from the rule might not know they are excempt.
Wait... does this contestant KNOW that they can ignore the rule? It would be more reasonable if they knew that they could, but far funnier if they have no idea that they have that power.
@King Random: That is something I have been wondering about. Considering the initial set up (everyone gets one bonus bit of information) it is actually possible that they don't. However I think in that case it will be revealed to them part way through the game.
