If the number one never changes there's never a new person to initiate votes.

Levin is one of these min-maxers, game optimisers, system abusers, who play for win instead of for fun? Damn, I hate competition.
But... what can they vote for? Vote for no more votes? Vote for votes until everyone is tired of voting? Vote for someone to be exiled from the voting system? Vote for the whole facility and organisation to be broken up and auctioned and the proceeds to be evenly distributed to the contestants?

I'm getting a bit of a Danganronpa theme from this and I like it.
I think there's some confusion here. Either me, or most of you . . .
My understanding is that if Levin manages to get the number 1 spot, and keep it, he can prevent a vote ever taking place, as only a NEW #1 can initiate a vote. Making him safe from that form of ejection. Therefore, Levin having the highest score is probably the safest option for all, as he'd never initiate a vote.
This is, of course, assuming there isn't any other, nefarious, advantage to being #1. Which I doubt.
