Burk has beaten up 803 people and/or animals? Impressive.
So all those things are are called Wu Cha? Interesting.
And someone important clearly knows about Burk.

Des this mean our Burk has got some dark and mysterious backer (and past) or what he did was so ridiculous that they can't show it without them looking like idiots?
If all the files are "above your clearance level", where are they getting the image from?
Also as odd as it is that Logan's defeat didn't have as much an effect on them as 803 files did, that suggests that they have been tracking Burk for a while now. Even if every testimony from Gang Rule Town is its own file (as an example), I'm not sure what has happened so far would create 803 files.
Have they been following him since before he fell from the sky?

...I want to say that 803 is the number of comic pages Burk has been in so far, but that would be far too convenient. Also too much work to check.
@Cluedrew I gather the Wu Cha are some sort of robots. What Hero-Hunter asked was not to show and image, but to project an hologram. This Wu Cha HAS access to the images enough to form an hologram, but when asked about showing images she goes all: "You must run this Wu Cha as an administrator to see this."
My own baseless crazy theory on this is that our beloved Burk is a Heroland's attempt at synthetic hero creation gone 'wrong'. Similar to the alcohol thing in Bernard Marx's creation in Brave New World.
Burk is the secret president of their organization, calling it.
He does remind me of Alder from Pokemon black & white also of Mustrum Ridcully... I could totally see him being the 'secret' leader
I will note that all these files are only tangentially related to Burk so that are unlikely that they are people he has fought before. I am not sure how related things needed to be for them to be tangential to Burk without him being central. However, they could of-course be that way to make it harder for people to search for Burk. Wu Cha did not give any results when searching for Burk. (See bonus page 19 Logan's Contemplation: page 2)

Ugh, and the FIRST thing that comes to mind is a LITERAL interpretation of "above" since he "fell from the sky" at the very start, and all....stupid retarded "take it literally" joke why'd I have to think of you.....

Well, looks like whole Burk archive has only 528 pages, so can't be. Unless somewhere is hidden archive of Burk's secret adventures...
@Grey: It might be the number of Burk pages including the number of old pages from the previous attempt of this comic, A Path to Greater Good, but the image projected would be different, as Burk looked different.
@Grey: There are around 123 aptgg Burk pages as well... but even combined, that's nowhere near enough. And Burk isn't even in all of those pages.
