I'd say that there are many ways to do supernatural things, and the way Rauel Natives do it is so different from the way Heroes do it that the detection/prevention methods don't work.
Is it possible that Tobi's powers might be psionic, like some kind of technopathy?
I have to admit that The Sight is *nice* ability for someone, who will be killed by his own cells if tried to harm non-magic user.
I assume that only Sighters are provided with such special cells, as well as trained into paladins.
