Huh, I wonder if Burk's promise to Pablo to not get into a fight is messing with the apparent odds?

I mean, we saw Burk back away from punching the Judge when he realized that the Judge was inside (and then asked the Judge to step outside). So if Burk were to do the same with Goldman, presumably he'd have a 0% chance of "winning" as he wouldn't fight back.

But if the lawyer's theory is correct, then Goldman's power's weakness is that it fails to predict changing situations, which may include Burk changing his attitude toward fighting back as part of a wager.

...Okay, does Burk have a power to neutralise powers used on him? Or is Goldman measuring how likely it is for Burk to defeat him with Magic? Or is it something else that would predict that Burk has a "0%" in a fight against him, despite the fact we don't believe that, and that Lord Incaros might have deciphered, but I am not realising at all?

Some of the odds are missing from the page!

Theory 1: Silverman's odds are between 10% and 99%.

Theory 2: Silverman's odds are 50%.

Theory 3: Mini-cha's odds are 100%; Goldman's power overloads and doesn't display to save his ego.

Theory 4: The public-relations rep's odds are 99%. (Theory 3 + the arrow over her head implies her odds can't be 100%.)

Theory 5: Burk's Burk-i-ness Burk'd Goldman's powers so hard that his powers ran away screaming, leaving behind the default 0% as they fled so fast that they didn't have an opportunity to warn Goldman of how incredibly Burk-y Burk's Burk-i-ness Burk's.

Theory 6: There is, currently, a 0% chance of Burk fighting Goldman, and thus a 0% chance of Burk defeating Goldman in a fight.

Burk being just Burk reads as 0% because there is no chance of him having magical abilities that can overpower Goldman.
