Headcanon so far:
Noah, as a literal dreamwalker, is actually probably terribly frightening to the nightmares. Since he also tends to make people around him annoyed, constantly, he will get mistaken as another actual nightmare (since of course being terrifying and being around the edge of human awareness is obviously what nightmares do), and some will pop up to ask him for advice.

I like that idea, but I don't think it works in this scenario. For Tobi and the ghouls it works because they are very similar in some key ways, but Noah being mistaken for a living nightmare..?
