Levin's proposal.

Is he wrong?

New rule gets thrown in by Smile?

Refusal to accept a bad deal is only smart if you have a better alternative lined up, rather than your other options all being worse.

Is letting Infinite win so bad? Surely it's not as bad as letting Levin win. Hell, maybe they can convince Infinite to vote off Levin.

Let Infinite win, people vote Levin, Levin dies, everybody liked that.

I think that Tobi should really think more about the big picture or long game.

This looks a lot like what happened at the start of her arc.

The problem with letting infinite win is that he is a wild card. he is just as likely to choose tobi to get placed on the vote just as much as the paladin (see when he let that one girl to live when she refused to beg for her life). He's both smart and crazy, whitch makes him infinitely (heh) dangerous. Might be better to let someone like levin win, cause you can guess how he will play.

So he can still hear her when she's not standing on the platform?

It would be foolish for Team Orange to trade further under those rules. If 1) team red will only trade as a group themselves, and 2) team red will not trade with team orange as a group, and 3) team red will only trade equal numbers for equal numbers, then quite simply team red is refusing to accept any trade that doesn't benefit them four times as much as it benefits team orange. Which is ridiculous.

Speaking from a completely logical perspective, if there's only those two choices, Tobi's choice is obvious:

Infinite wants her alive. Levin wants her dead. She has the evidence for each of these situations (There was a whole scene where Infinite's goons tried to capture her alive, while Levin tried to kill her and Fox)

Supporting Infinite and allowing him any opportunities this round affords him is the better of the two options in the short term because he's not an immediate threat to Tobi. Mind you, it's not necessarily the best option in the long term, but we also know that Technically everyone can survive this game (even if someone is voted into the interrogation booth).
