We've seen other characters nearby Tobi when she uses her tech-vision, like when she inspected the TV or the teleporter. There's obviously something Shalhia noticed that others typically can't.
It could be "Next to, by way of behind". To fit both in the panel, one sprite would almost have to overlap the other somehow, and it makes more sense for Toby to be more slightly forward than behind for Shalhia to have noticed.
