Speculation: The reason why Phantasms are able to kill Ghouls is tied to the philosophical technical term "phantasm."
In layman's terms, a phantasm is something that you're convinced is real because it makes internal sense to you that it would be real (even if it may not actually make sense at all from a non-subjective perspective). For example, a religious person may be convinced that prayer works because it makes sense to them that a benevolent God would listen to us and try to take care of us (even if the rate at which prayer comes true is a 1:1 match to what would happen in an uncaring universe utterly devoid of any sort of powers-that-be).
Similarly, these Phantasms may be "real" because it makes sense to themselves that they are. And they're able to kill Ghouls because, upon killing something, it makes sense that it would be dead. Ergo, they may be able to kill Ghouls because they weaponise the "People die if they are killed" meme.

That would require the phantasms to have a poor grasp on reality. But if anything, Heusten seems to be more knowledgeable than ever, even if no one in universe is capable of understanding him anymore.

That's quite the speculation. Maybe we'll get some more answers as it seems inevitable that ghoul Infinity and phantasm Heusten will meet. One wants to kill King and the other wants to protect.
I'm interested in how the phantasm seems to still think like Mr. Heusten. A ghoul is nothing like the body it inhabits but the phantasm seems to retain something. He has knowledge he didn't have before but he still seems to care about protecting his home country.

Guess that could explain why this ghoul was given such a powerful boon.
The police officer phantasm would presumably have more motive to kill ghouls than the average citizen.
