There is a ot of talk about Minori being related to Noah but I don't think that is the connection. I think she might die at some point and then her spirit, that gives her power, finds another host, in this case Noah.
The spirit has probably used Minori as a model for how to look so humans wont be scared of her.
There might even be some ghoul shenanigans with ciel having taken Minori's body and become a spirit again later but thay seems unlikely.

My impression of Ciel is that she's not actually Noah's spirit - the dog(s) he saw in that vision were closer - but she's their attempt at giving him a guide or an instruction manual.
But I could easily be mistaken. (Still, I think it's incredibly likely that Noah and Minori share a spirit rather than even distant blood relation, especially since her dog statues resemble his dog(s) in the dream.)

I think I understand... Noah's ability is basically hers (or her spirit), so... what's a better "manual" then the actual entity own has the power? I think that is how it was interpreted.
