My wild theory is that Minori at some point makes a wish that guarantees her survival/immortality through her power-- hence continuing to exist in the form of Ciel.
I guess the counterpoint is that Ciel called Noah Minori, rather than self-identifying by that name. Actually, it was pretty weird that she did that, seeing as she otherwise knows everything about Noah that Noah knows (which presumably would include his name).
Well, for whatever reason, Ciel looks exactly like a palette-swapped Minori with squares instead of circles. In some way, Minori must be responsible for Ciel.
