The Iron Judge's amulet, that was created by the Mage King and allows people to use his power. The Judge is apparently powerless without it. Piper's staff also seems to function the same way.
Normally the amulet cannot be used by "wrong hands", but the two "immortal magic users" claimed they have an artifact that can make it work anyway.
This all occured at the end of the Pirate of the Storm battle.
