Ooh, the upper ring seems so small in comparison with the main quarters. Maybe that's why they are so cozy and nice-looking.
Might seem as if the Barnrose students (maybe related staff as well) are being given some of the better quality accomodation available?
From a top-down impression of hierarchy, it'd look like they are at the same height of the captain's and just below the "superior staff" which makes me think that the superior staff is were Barnrose "managers" stay.
Moreso, it might be a very cut difference between the people that usually stay in this ship with usual military/JSP duties, I presume living in the upper/lower quarters, and the "high end" accomodation where the Barnrose students are.

You know, the Magic User's being in the Upper Ring makes sense. It's the most precarious part of the design, and is right above the "Wild Park", where I presume wild animals live. If you want to try to get rid of the entire group, you can just drop the Upper Ring into the Wild Park and see who survives, before sending the Royal Guard to finish off the rest.

The Supporting Staff Ring is likely for the Engineers and Tech Maintenance, with a "scattering" (in that most of them aren't housed down there) of unskilled labourers (soldiers, as this is a military outpost) who support them in their jobs.
The Lower Quarters are for a mix of Cooks, Cleaners, Normal Soldiers, and the majority of the unskilled labourers (again, soldiers).
The Upper Quarters would house only officers, specifically the lower-ranked officers who are the military equivalent of middle-managers, though with the actual need to have the level of authority middle-managers think they have.
The Captain's Quarters are likely where the Ark's controls are run, and includes the rooms of five to twenty, if not more, different Captains at a time.
The Upper Ring is where the Magic-Students are being kept. I suspect that it can be dropped into the "Wild Park" surprisingly quickly with destructive results for those inside.
The Superior Staff Ring is where those running the Barnrose Project are going to stay. Close enough to watch over the Magic-Students, high enough to metaphorically show that the students are below them, and secure in a way that the Upper Ring isn't.
This blueprint doesn't show anyone staying in the massive gun that sits on top of everything. I suspect it is designed for maximum destruction.

@GalaxyWizard: I thought the same thing. But you know what, I think Togashi wasn't so successful to build the "sense of scale" of the Black Whale, and that is curious because he is usually great with that. I think it wasn't well established in his mind at first.
I think Neorice did an amazing job in that regard.
