I don't remember what Cillia's Powers are, but for some reason I feel like she and Noah are either the Communication or the Scouting Team.
Green is likely something like Defence or Support, with my opinion being based primarily around Goop-Guy's Powers.
Alternatively, they're making Coloured Operational Teams. Noah's team is Team Dark-Red, and we're being introduced to Team Green. Other Mage pairings will have different colours. And the teams are only pairings to minimise people trying to make uprisings.
"Dark" because of the black. "Light" would have white caps instead.
