I'm of the opinion that this new person likely isn't a Licensed Hero, just like Burk. And if they ARE a free agent, Burk might consider them the party's Robot, as previous commenters have said!
Though, I don't know if I can see a few pixels of human-flesh underneath the pink-and-white scarf, or if that's intended to be either a knot or fold in the scarf itself. Though, given Burk's recent views on the "Cool Guy" and "Girl" Positions of his plan, even if it's proven there's a human underneath the costume, they may still qualify as the team's "Robot". Maybe.
