I think he wants the status quo to stay all nice and status quo, just without the possibility that the magic user they stabbed in the back showing up, taking over their strongest military asset and killing them all.

He probably also thinks it would be far easier to purge the restrictions on a functional robot than the genetically coded restrictions on biological creations.
