The previous chapter makes it clear the powers she stole can affect and hurt anyone, page 3104 and 3111 spell it out directly.
I have no idea if Burk can touch her or hear her now, but he and Alfen at least clearly heard the cat in page 2443.

Burk would love a fight, but we the audience would love to see Morty's reaction if Burk just simply swats her away with an uninterested stare.

It's a lonely nerd we're talking about here, if he hadn't gotten mixed up in this political nightmare he'd be just another nobody with a boring job and leaving no mark on the world. Not to say that's a nerd trait or anything but when you take it alongside everything else about his surface-level role it doesn't leave him much of anything to stand on.

And I had forgotten about page 2443, and, more importantly, page 2444, as Burk mentions how the cat's talking on the second page.
I suspect that she can't affect Burk, due to the fact that she's a Spirit, and that Burk can't touch her, due to the fact that she's a Spirit.
Also, if Burk can't hear her, it would explain why (beyond Burk being an idiot) he missed the cat saying "No" on page 1470.
A bit of symmetry here: Burk's arrival allowed Pablo to escape a losing battle, and Vonesperda's arrival may do the same for Morty. If Morty's lucky.
Place your bets, folks! Can Burk punch Vonesperda, or will he be forced to win in a more creative way?
Bonus question: will Burk ignore Vonesperda entirely because Morty is still his target?
Vonesperda knows Evyle's theory about what Burk is... what does she think she can do against him?
