Hm, maybe they could use some legality trick.
For example, since the airhead girl was exempt, they could use her as a vehicle, somehow protect the hair and clothing from water, put her in the river, where she would float, move her using spirits, and stand on her. I suppose max 2 people can travel at once, but they could make multiple trips, like a ferry. Wouldn't it work?
Possibly Saiko, though as we know, certain pairs of classmates cannot travel together or be left alone on one end together, so you would have to maneuver them back and forth in such a way that you would never result in those pairs. Meanwhile, you can only drop off one person as a time, as you would need one person to steer the airhead.

@Saiko: Well the immediate problem with that is Natalie's pandemonium power, she'd instinctively defend herself with it. If they're going to bully someone, they need to pick on someone smaller than themselves, i.e. Felix.
I doubt that Masking would be appropriate. However, a combination of Surge to make one lighter (as we saw Short-Fuse do), Cover to protect them from the water, and Focus to launch yourself further.
Also, I feel like Cover was working for Hevel, but he just got excited and lost his Focus. ; )
