Were she, say, paired with Levin, he would absolutely sacrifice her to better his own position in a heartbeat with no consequence.
Pairing her specifically with the Paladin ensures that no such behavior will occur deliberately. Pairing them in this manner encourages cooperation rather than ambivalent uninvolvement while also reasonably-assuring that at least the Paladin doesn't actively attempt to sabotage Jay-Jay. The same does not necessarily work in reverse, however...

...if you think this is the weirdest ship I've sailed or that the inherent dysfunctionality of it will deter me, I want you to know that this isn't even my final form- I mean, weirdest or most dysfunctional ship. Heck, it's not even in the top 10: I've been a Touhou fan for about a decade and this sick crap that Largo subjects the players of its sick games to is still WAY healthier than the basic premise of Seiga and Yoshika's relationship...
On a different note: I do not want to imagine there being more than one Levin in the world of HoH... but from what I've seen so far, I'm inclined to believe that there not only are more than one person like him there, but that there are numerous people like him in every single city...
But if game were full of Levins, every dead would be victory for us!...
Upon reconsideration, a Burkadise might not devolve into a chaotic mess of good-natured competition, and I didn't come here for easy wins and jolly cooperation! A uTobia would be even worse! No... I think I would prefer a Noahvana. I would love to see the gamemasters try to make that entertaining.
Curious thought: is Global Order like Justopea in its pursuit of "liberating" the world from magic users? Is Shalhia being a hypocrite about liberating world from magic? Is she compelled to neutralize as many magic users as possible? I wonder if she'll kill Infinite as sool as she'll have the chance to get away with it?
