dont worry, there's a specific effect neo uses at the bottom of the page to indicate timeskip/chapter changes

Either the game's host is on their Team (I think it's the "Cop") and he can access the systems.
Or one of them got a special item at the start of the game e.g. a USB Drive to access such systems.
Or the third team can somehow affect the system or even enter the rooms. Their job is to cause dischord.
