Yeah, they haven't spent one minute thinking about whether those "contingencies" they're wearing might not just be to make their necks explode but also to spy on them to see if they need to have their necks exploded.
Also forgot about the possibility of a Royal Guard eavesdropping because these guys can be stealthy when they want to be.

Gaston, while a known grass, *can't* know, as he hasn't tried to murder Windows for the very wicked crime of being too strong. Catz must know about Ciel, but almost certainly doesn't know anything about Window's power (having been banished afore Windows entered Chernyl's dream) and would be unlikely to say anything regardless.
The Omen statue girl must know less than Catz. I don't think they ever mentioned Ciel in front of her for one thing. And again, would be on team secrecy.

I believe it has been stated between lines a couple of times that Justopea has some way of obtaining Magilante tech, and that most justopeans just(opeans) don't have the knowledge of such tech existing.
Back in magiball only Noah was aware of what a homing missile was. Then in haven, the radar, etc.
I would not blame them on not knowing of high-tech surveillance even if there is some.
On top of that being unable to voice your mind to colleagues because dystopian tech collar would certainly break the sanity of many. Noah and Noel are starting to trust each other it seems. I feel it natural of them to speak about this behind a tree and a bush, really.
