Blue - Infantry
Green - Destructive magic/Artillery
Black - Espionage
Purple - Anti-Magic abilities? Officers?
We don't actually know what the Purple Hats with the capes are for, they appear to be high on the pecking order but given our favorite Esper was on the list it could also be dedicated anti-magic units.

@Buck, yeah, actually, that one Might be Weird Girl (what was Garth's nickname for her Bubblehead, Airhead?). Those uniforms seem assigned to those with anti-magic kind of powers, as noted in some previos comments. Capes included.
In retrospect Airhead Girl can fit there, she "quantum-ified" the magiball around her. I'm just surprised she was actually trained, she seemed both unaware and incapable of control over her own magic, which makes sense if she nullifies or repels magic.
