I think I understand what big Z is saying. Ghouls have been shown to be able to observe not just what is in front of them but possibilities as well. Burk seems to defy this in some way that makes him interesting enough to keep both alive and to accept a favor from.

Hhhuh... This is unexpected from several angles... Burk choosing pacifism instead of fighty fighty, the pacifist option actually working out, Zadkiel having some kind of metaphysical awareness of who/what Burk is -- though this seems to be an ability shared by most ghouls, and Zadkiel (a Black Star ghoul) having a recent record of letting high priority targets go... Who were the other two high priority targets he allowed to go on their way? And why did he let them go? The plot chickens.

I was under impression the secret police was to observe them, and strike only if necessary. But the condition of sparing Piper means the rules set by Chaser are observed, so it was the top of Heroland who hired the assassins (and not the corrupt executives, who would love to murder also Piper). But why now?
