Since assumptions are fun...lets assume its a non-stop ride and we assume its on the slower side for an elevator (larger size, probably for people and cargo) moving at about 0.5 meters per second, roughly 30 minutes is 1800 seconds, putting the height of the structure at around 900-1000 meters which would make it taller than the tallest sky scrapers but not ridiculously so.

For comparison, the current tallest building in the real world, the Burj Khalifa, has an elevator that can go from ground floor to top in about one minute. So yeah, probably it's just a slow elevator, not a building 30x the size of anything real.

If the elevator is as large as it was said to be last page, and can take that long to reach it's destination, then there SHOULD be chairs built into it. Particularly if the Elevator is the only way to pass between the different Rings.

That said, unlike Lurker, I don't see the elevator being slow. We saw how big the ship looked in the distance on pages 4187, 4451, and on page 4452 we saw not only how big the Ark was, but also how small the normal-sized ship was compared to it.

I admittedly don't know much about boats & ships, but let's say that the ship that brought them here was what I believe to be small for a ship of that design and only the equivalent of being 3 stories tall. The Upper Ring can be seen on the previously stated pages to be HIGH up on the Ark that ship was docked into, by them currently being ABOVE the leafy green section.

Given the size of the Ark, the size of the ship that is docked inside of it, and the size of the opening that was made for the ship, a conservative estimate for the Ark's size is between a hundred to a couple hundred stories tall. If I wasn't being conservative, I would say at least a thousand stories tall.

You can even see the elevator on page 4451 & 4452, though fog on page 4187 means that it's POSSIBLE that the elevators are either indistinct or not-visible. Real assumption: Neo hadn't thought of the elevators yet, and thus added them afterwards.
