I think people have been saying "why doesn't he just use his powers again?" more often than Ciel for as long as we've known how said powers work.
Currently, there are several major barriers to this:
a) he's being watched most of the time
b) mindscapes were already scary and dangerous before getting the nightmares
c) they are now considerably worse because of the nightmares
d) even if he found an area to dip into a mindscape without being seen, he'd have to find someone either willing to stay still for a while or who's asleep, to ensure he could come back out in the same place without raising questions.
e) he's not going to enter someone's mind while they're asleep because that's creepy, and there are no good candidates for willing recipients here. (Noel already said he did not want Noah in his mind, and given his life experience it would be particularly unsafe anyway)
and most pressingly for his current situation:
f) he doesn't know whether this new tracking collar will count him as "out of bounds" if he goes into a mindscape...

I didn't see Ciel as a monstruosity; I saw a quasi-semigod 'spirit' that wants to help Noah.
The wish must have enhaced her powers a lot.
Noel has motives to both be supportive of Ciel and tell her to behave

Jamal Leery knows about Ciel and that Windows has a power (but was convinced that Ciel is the only result of the power). https://www.neorice.com/hoh_noah_1876 Dzjameel Mastot (one of Malhart's motley collection of teenagers with attitude (with a humdinger of a name)) knows as about much as Jamal. I doubt either of them will talk though.
But on to the most important topic of the day: Discovering what colour uniforms the rest of the magic students we've seen are wearing.
I'm guessing the free magic users, presuming they lack a special colour just for them, will be in green... or possibly purple. Cherri could be in Hufflepuff blue... but she may well be in team red with Windows (best at spirit sight, wasn't seen anywhere close to Gaston and Hevel (she may not want to be in fairness, but it does still suggest she was sent to a different part of the ship at least (and being a girl wouldn't have stopped them from making her change with some boys from what we've seen of this ship so far))). The ones who didn't make it to fifty points afore they left for Haven are likely stuffed into the same group as Felix. Aude... I'm not sure, she has a strong healing power, but would that place her in one of the non-blue uniforms?
That just leaves the ones from the display of mindless violence (https://www.neorice.com/hoh_noah_611) who weren't sent to Haven. A guy with pandemonium fire powers and two spirit users as memory serves. If we see them again... green and blue respectively?

@Mars: That's the twenty million shilling question: Has he, in fact, forgotten all about that? There's be no mention of it since, or of what it was she understood. It's the third most important outstanding mystery (after the uniform thing and the Minori-Windows connection) in Window's story I'd say.

Yes, the mindscapes can be dangerous - but that is why using his power to create guardians as Minori did would be such a great idea (and why his stubborn refusal to experiment before Haven was so unwise). As for the nightmares, the greatest of them, Ypu Hallowman, has been reduced to causing bad dreams - so why should the others be more of a threat? And again, another wish could remove or greatly reduce the danger, such as it is. I really don't see the problem with using his power on those in the arms of Morpheus. One could argue that his power is almost always an invasion of privacy, but needs must when the JSP drive. Entering the mindscapes while in spirit form would be the safest option if he can pull it off - and yes, he'll have to be careful if he can't. But at this point? Refusing to use his power wouldn't just be cowardly, it would be *courageous*. Inaction risks getting him killed. While the rewards for using his power may very well keep him alive.
The fundamental problem is that Windows is a complete and utter Felix: Someone with a great power that's hobbled by the person its attached to.

I might not be fair here, tbh. Ciel just has this unsettling vibe to me despite not having harmed Noah or done anything to antagonize him and only really helped him so far. I don't trust her, specially after that page where she leveled up, and specially after all we've learned about espers and ghouls. Is she truly Noah's creation, or is she an opportunistic spirit waiting for the chance to devour Noah? :(
