Always figured the number of ghouls would have to be increasing given their nature and this confirms it. You can slow it down by making sure to burn or otherwise destroy all mage bodies but inevitably someone will get missed or someone will go all their lives and never discover their abilities only to ghoulify some years after their death.
It'd be kind of interesting to know the first documented occurrence of a ghoul.

It does make sense that they'd have some volunteers. They'd probably also get a few who were healthy but whose loved ones were lost to ghouls.

I kind of expect Tobi to side with Green. HER culture sends volunteering young people into video game deathtrap dungeons, albeit appropriately armed, to meet their survival needs. She's obviously familiar with voluntary danger.
And she's seen the damage a ghoul can do now, after the train.
