Also I like how the explanation for Levin's robotic limbs is not able thing crazy like part of secret organization and instead spent money to cheat at death games. He wasn't a cyborg due to dark backstory or because secret agent. He didn't constantly stir conflict because he was a plant for smile or was trying to uncover a spy. There is no explanation for anything past him being a selfish jerk.

We learned WAY back in pg. 996 that the special cells that grant paladins their powers will kill the user if used to harm regular humans, which is apparently a hard restriction imposed by Global Order. Levin is not magical in any way, and therefore still counts as "regular human" for this purpose. If Shalhia uses her powers to hurt Levin, she will explode, for reasons completely unrelated to the death-game.

She is still perfectly free to hurt people through non-magical means, mind. And Levin IS standing on a purple floor... And Shalhia DOES have a gun...

That said, Levin also does have three functional robot limbs and above average reflexes, so trying to shoot him would be quite risky still.

@Silver her special cells cannot be used on non magical humans, she once grabbed someone by the neck and snapped it like a twig though so she's perfectly capable of killing people.

@Tom - I think it's less "can't" and more "mustn't". And as she demonstrated with the Infinite Gang, there are ways to subdue without harming.

Plus she could you know just shoot him or snap his neck letting him live as a bag of flesh rolling along the floor is both a wonderful gift for Levin and the best gift for all of us.

Also shoutout to Levin expecting her to save him out of a sense of duty when he's done nothing but instilled the idea that if you give him an inch he will actually stab/shoot you in the back.

@Silver: She has no morals, she has a code that she technically follows. She appears to think that doing that makes her better than everyone else, even while she's committing terrible crimes. And remember, she's a saboteur, she has a financially incentive to murder as many players as she can.

Bottom line, Levin was doing horrible things in a death game, to willing players. Shalhia is doing horrible things to the unwilling Tobi and entered the game with the express intention of doing so.

This does have shades of the way the treated Lord Infinite, making him an enemy for no reason. They dodged the consequences thanks to his death, but with the Shalhia destiny situation, well, Levin would have no reason to kill her outside the game, up until this point. I still think there's a good chance that Binky's the trigger girl though.

Does this mean Paladins can delete your clothing if you annoy them?

This also implies she could destroy a disabled person's wheelchair, crutches, cane, glasses, implants, etc. Yeesh.
