On a more serious note, the more I see of president Nero, the more he strikes me as someone who enjoys shows of effort & action rather than “good choices”, if that makes sense.

The guess of my kokoro is as follows:

Giant bagel-type sandwiches, two types of sliced meat (the second one is possibly cold cuts), baked potatoes, and some sort of croquettes with drizzled... cheese or mustard or sauce or something. Mr Nero is eating filet mignon and salad. Actually I think it's my stomach guessing rather than my kokoro. Everything looks delicious. Thank you Guido Bos for the delicious pixels.

Whichever internal organ it is that tells you what these things are, it has good instincts and impeccable taste: Those pixels really do look delicious.

It occurs to me that I didn't provide much in the way of my own guesses, so I'll let my gut feeling do the speaking:
I concur with you on the giant bagel-type sammiches, and I'd say the following foodstuffs are (from left to right): Jellied veal with a glazing of mild horseradish sauce, salmon fried in butter, corned beef with a drizzling of Dijon mustard, boiled potatoes, roast turkey... I think you're pretty spot-on in regards to what Nero is having, and I have no idea what Tobi is having aside from the obvious greens.
