Assuming hair loss is a side effect of getting Sclaramancered, the other guy kinda resembles the police officer with red hair and handlebar mustache. Same general facial shape, and he looks like heā€™s wearing the purple with gold trim and white gloves that are part of that uniform, just without the overcoat and hat.
