If you wanted to hide an experiment from the ethics board a death game does seem like a logical place. They apparently happen a lot in Lorg so nobody is going to really notice. Especially if the plan is to make sure there are no survivors.
This is getting ugly, and considering the rot we saw in Heroland, I would not be surprised if it's worse in this "ethics" committee is either completely rotten, or led astray by a few key leaders inside of it.
