The ghouls invited Toby to the game. One dead body turned into a ghoul. Another turned into a Phantom, that we know of. We haven't seen anything about the other dead bodies.
Perhaps there's a dispute in this game, among the ghouls and the Global Order. And perhaps this ghoul is not even Xzalclock.
