Now that I think of it, the announcements can't possibly occur instantly upon a person's death. Think about it: Infinite was dead for quite a bit before smile announced it - otherwise, it would be far harder for the murderer to get away with it. This is the simplest explanation for character's deaths not being immediately declared.
Thus: Jay is almost definitely dead, the announcer just didn't get to it yet.

Whenever a chapter starts from Three's perspective we can see his speech bubbles, in other people's perspectives we see static.
