Tobi is more of a cliff diver than a cliff hanger. Fortunately, she has a grapple.

Also, yeah, I'm going to bet that Tobi's kind are immune to the deadly aspects of black water... It may have different effects on her though.

So yeah, ghouls clearly aren't immune, even if they don't permanently die from it. We may be about to find out how similar Tobi is to a ghoul.
