Well, it was a secret 30 years before now, but maybe the dreamweaver doesn't exist any more or it is no secret or whatsoever. Theo might have reasons.
Held and Goldy seem like good kids, but are they old and sensible enough to entrust with such sensitive information? I mean, Held at least hasn't taken the vow herself and probably wasn't even aware it is a secret.
Who else knows? Taking a vow of secrecy means nothing if there are people out there who know and haven't taken it.
@Eight : as far as we know, 30 years later Kragmoria has lot to Vallance and the Dreamweaver, if still alive, is free of using magic openly.
