Technically Theo is telling everything to a stranger because he would otherwise be killed or badly mangled in his sleep.
Also, can we really tell this village and the Dreamweaver actually survived that long so that is should still be a secret? Maybe they got caught anyway.

I really don't think Theo's covered himself in glory in these stories he's telling(he's a real 'let's all hang separately' kind of guy for one thing). But I doubt any harm will come from telling this particular story, decades later. The purge has long since ended after all. The Village of Whispers™ may well be on the maps at this point.
Even if the Village of Whispers™ is still a secret the Dreamweaver could be dead, could have moved, could be very well protected, could be public knowledge and so forth. It could be the only people who'd care about finding the place are debt collectors!
