Right, but what if they take over the ship and use the massive gun to, for example, bombard the JSP's headquarters? Seems more risky than a shore base somewhere. You could stick them on an island for Heaven's sake!
As for Haven, the problem there was the refusal to evacuate and general cowardice, treachery and incompetence of the royal guard, the jsp and ensign fake smiles.
The unexpected existence of Apu Hallowman was a huge complication of course, but not one that could be solved by throwing bodies at it.
The original project had a dozen students (Noah included) doing some wholesome training.
Now you've got 200 in a place that nobody knows it exists. WTF are they doing?
Tangentially, Hevel counting that fast could be a sign of being in the spectrum, which is interesting.
Hevel is very useful for situations like these
