And, thanks to Whispers' links -- which made me flip through a few dozen pages to refresh my memory, I was reminded of another thing I had totally forgotten all about: The blue circle around Tobi's eye is a legitimate black eye, a bruise that she got in a fight... Kinda crazy that she still has that one... Then again, for all I know, no more than a week or two has passed for Tobi since that 2016 strip...
Definitely the kind of guy to put a bullet in the back of someone's skull. I don't think we ever learned who this guy is beyond a name but he seems to have the authority to do what he wants.
