these guys are probably the heroes with most heroland "branding" we've seen so far, all the other heroes just kinda wear whatever they want but these guys are all in on the "H's"
Maybe its cause they are outside of Heroland. Inside Heroland borders, you know who they are associated with. They have to be to be able to operate there. In other countries you really have to sell it to make sure the population remembers who is providing their protection.

Y'know, seeing those awful Heroland outfits next to the comical Livarian styles really made it hit me
The magic apocalypse was really bad for fashion.

It is interesting (and somewhat sinister) that they say "scarier" instead of "more powerful" or "more capable" or something else. That suggests something about what the HERO COUPLE views as the purpose of heroes, especially since this speech seems more for citizens' benefit than that of the ambiguously sentient revenent.
