If two slightly above average Goldstars are enough to to take down a A class threat, properly classifying very powerful beings would require ridiculous categories like SSS otherwise the last categories would be too broad to be useful.

10% GDP. According to a quick google search America only spends about 3% of its GDP on its military, and that's higher than most other countries.

A tenth of their GDP on what is effectively foreign mercenaries is insane.

For reference, the US currently has a budget around 38% of its GDP, so 10% of GDP would be just over 1/4 of that. Military spending fluctuates, but for the US it's around 3-5% of GDP.

10% of GDP is way more than any modern country not currently at war spends, but before the industrial revolution countries spent most of their budget on defense, so it may not be an unreasonable figure, assuming Livaria isn't also spending heavily on its own military.

The US collects about 25% of its GDP as taxes. 10% of the GDP going to Heroland is like the US giving 40% of every tax dollar to the United Nations or NATO.

Given what is implied to be their catchphrase, I can see why they're number 7 of the Iconic Hero Couple Contest. Respectable people rarely want to be publicly associated with that, or let their children talk about it.

Privately is different. Though the implication that they're willing to share each other probably also hurt their rating.
