I feel like a more accurate assessment, once we have the full context, will be "insignificant people keep bumping into Tobi"!
I mean, we'll see, but that is my prediction.

It's always a good thing when they feel the need to specify it's a democracy

Most nations we've seen were monarchies, which makes "democratically elected" worth pointing out in comparison.

We have also seen President Nero before, back on page 722... Anyway, uuhh, yeah, "democratically elected leader", riiight... aaand how often do they run elections in the Global Order and (provided an election has happened more than once) how many percentages does Nero usually win those elections with? 96%?

He seems a nice guy. The kind of nice that stabs you on the back with a kind smile.

Aahh, good to know that bringing Tobi in, which breaks regulatory concerns (and thus her presence and potential deals are not reflected in the government records), is done because Nero *trusts* Tobi is not a security issue.
Yeah, that's exactly why monitoring on government officials and their meetings is done: Safety.
Aaanyway Tobi, being basically kidnapped here does not have much to do here but comply, no?
