@Bisected: Who's to say Veda isn't the individual who backstabbed him? It places a powerful individual, just on the periphery of the Empire, with serious magical knowledge and expertise, and a desire to stick it to him, in charge of a massive magical warrior initiative, in the Empire's name.

@ Tor : they probably haven't been outright killing all the magic kids. Sure they may have been killing some of them to keep up appearances. But the rest seem to part of the secret masked army of the empire.
I have not a clue, but if pressed on the issue I'd go for the option "There is no Malhart", with a side note of "There may never have been a Malhart". Just because something is said, doesn't mean it is.
He has a headstart of 30 years on the other blights. The empire doesn't really have the most solid information. She might've been the first rescued (12 years 'at it'), but I doubt it.
@Z2: Potentially, yes, twelve years on she could still be a teenager. It depends on how old she was when her powers emerged you see.

I do simply love the idea that Malhart has died of old age a few yers ago surrounded by his adoptive children. Who now continue his work of smuggling magic kids out.

Except they explicitly said that it was her magic powers that set the house on fire (accidentally, of course). If they're saying it outright, they likely have good reason to be certain about saying it. Not that they can be absolutely certain, of course...
"Can set things on fire" is SOME knowledge, but it doesn't amount to much at the end. Is she throwing fireballs? Is she making things combust without prior visual warning, either remotely or by touch?
I mean, its better than nothing, but after 12 years of what amounts to urban survival training?
@Tom: We are reaching the point where "Malhart is in fact just that nice" might be the twist. Or was if the other theories about Malhart pan out.
