Anti-magic weapon? Makes sense, since he can shape his body in all sorts of gross and dangerous ways - similar to the paladin's gross magic.
As an introvert and reasonably good judge of character, I can verify Tobi's theory: I would like hanging out with her.
Also, if Three is an experimental anti-magic weapon then I guess that makes him a, as tvtropes would put it, Super Prototype, huh? Y'know, the kinda prototype that's far superior to the later versions but, for some reason, (possibly related to Three escaping the research labs,) wasn't put into mass-production.
Also also, I really don't like Ms. Paladin's dehumanizing usage of the term "it."

Looks like they made the tiny little mistake of making a sapient weapon.
In Global Order defense, sapient weapons happen all the time when magic or anti-magic is involved.

the usual reason for that is the prototype is built with better materials to more exacting specifications while subsequent ones are outsourced to the lowest bidder
Theory: Maybe there was a time skip between the dungeon tools being stolen and Tobi getting out. Three's design is based of the tools so it is attracted to someone that can use it properly?
There is zero evidence for this but it is just and idea.

Seriously, I'm not sure Tobi can control Three as much as direct him. If she ordered him to kill someone innocent, would he do so? Doubt it.
