Guy himself may be not evil, but it is quite possible that his handler is kind of evil. However, this whole affair looks like a conflict of multiple not-quite-good sides.

You don't have to be evil to be shady. I never thought Guy might be evil. So far, he's been nothing but professional. He's taken what, from his viewpoint, would the correct course of action, and nothing more.
A lesser man might have simply walked away after Piper attacked him.
